Know every kilometre before you spend a dollar on it.
Red Laser TAMS puts Liberia's roads, bridges and culverts in one register, rates their condition from field surveys, and shows which works give the most road for the budget. Built for road agencies, road funds and county engineers working a network that is mostly laterite.
Most of the network is laterite, and the rains decide what stays open.
Condition data sits in survey spreadsheets, contractor reports and county notebooks. When the rainy season closes a road, the first record of it is often a phone call. TAMS replaces that with one register that every engineer, the road fund and development partners read from.
Total road network
Paved. The rest is unpaved, largely laterite.

Figures from the WFP Logistics Capacity Assessment for Liberia.
One register, from survey to work order.
Inventory by chainage
Every section, bridge, culvert and weighbridge is located by corridor and chainage (km 62+500), with county, surface type and traffic.
Offline field inspections
Inspectors record IRI, gravel thickness, culvert blockage and photos on a phone with no signal. Records sync when the device reaches coverage.
Condition and deterioration
Paved and laterite roads are rated on separate IRI bands. The model projects how each section ages under traffic and rain if nothing is done.
Budget scenarios
Set an annual budget and a strategy. TAMS shows the five-year network condition each choice buys, so the work programme can be defended.
Work orders
Turn a recommended treatment into a work order for a crew or contractor and track it from planned to completed, against the section it fixes.
Partner reporting
Condition, spending and output reports for the road fund and development partners, in English or French, exportable for HDM-4 style analysis.
| Condition | Paved IRI (m/km) | Laterite IRI (m/km) | Typical treatment |
|---|---|---|---|
| Good | < 4 | < 8 | Routine maintenance, grading |
| Fair | 4 – 6 | 8 – 12 | Reseal or spot regravelling |
| Poor | 6 – 10 | 12 – 16 | Overlay or full regravelling |
| Critical | > 10 | > 16 | Rehabilitation or upgrade to DBST |
Default bands, configurable per agency.
From baseline survey to a funded work programme.
Baseline survey
Drive the priority corridors with roughness and video survey, and load existing inventories.
Register
Reference every asset by chainage and county. Train county engineers on the field app.
Model
Calibrate deterioration rates and unit costs to local contract prices.
Programme
Run budget scenarios, issue work orders, and report to the road fund each quarter.
Works with Red Laser ECTS on the trade corridors.
Overloaded trucks wear roads out faster than anything else. Where Red Laser ECTS tracks cargo and axle-load stations, TAMS uses those readings to set deterioration rates per section.
- Axle-load data feeds the wear model for each corridor.
- Closures and washouts raised in TAMS appear as route alerts in ECTS.
- One sign-in for agency staff across both platforms.

The demo runs on a sample Liberian network: four corridors, 666 km, with bridges, culverts and axle-load stations. Change the budget and watch the five-year condition move.
